Texas mother accused of murdering her 6-year-old special needs son has been captured in India. 

Cindy Rodriguez Singh, 40, fled to India in March 2023 with her husband and six children, just days after authorities questioned her about the disappearance of her son, Noel Alvarez, from their home in Everman, Texas. The boy was last seen alive in October 2022 and is presumed dead, though his body has not been recovered.

Singh told investigators Noel was living with his biological father in Mexico, but suspicions led to murder charges against her in late 2023. She was added to the FBI’s Ten Most Wanted Fugitives list in July 2025.

Noel had multiple special needs and disabilities primarily resulting from his premature birth at 23 weeks gestation. These included developmental delays affecting his speech and social behavior, intellectual disabilities, esotropia (a condition causing crossed eyes), and a chronic lung condition that required oxygen inhalations.

Around the time of his disappearance, reports say he appeared malnourished and unwell. 

Indian authorities, working with Interpol and the FBI, located and arrested Singh. She was returned to the U.S. and is now held in Tarrant County Jail, facing state murder charges and a federal count of unlawful flight to avoid prosecution.

FBI Director Kash Patel praised the international cooperation, noting Singh is the fourth most-wanted fugitive apprehended in the past seven months. 

Everman Police Chief Al Brooks expressed satisfaction with the arrest, calling it a step toward justice for Noel.
